ELFI: All set to Change the Definition of Football in India

Football in India is nothing uncommon, to the contrary, it is as popular as in any of the European or American nations. But this specific football version is a bit unique and an altogether a different ball game that what you could ever imagine. In the later part of year 2012, the history of football in Asia (especially in India) is about to welcome a new chapter in the form of a tight American Football League in India and Asia Schedule. Mutambara: Natural resources important in debt reduction

ZIMBABWE can leverage its natural resources to settle its debt and harness development if it carefully enters into deals with foreign firms, Deputy Prime Minister Mutambara has said.

Addressing a seminar on ?Debt, diamonds and development in Zimbabwe,? in Harare last week, DPM Mutambara said one ?good? deal could offset the country?s sovereign debt of US$9,1 billion.

However, Zimbabwe is losing billions of dollars in ?bad? mining deals and Government will soon revisit these transactions.

Mutambara said big foreign mining companies were not declaring the value of the unmined assets, whose value could help in debt reduction.

This, he said, was prejudicing the country.

He said iron ore miner Essar of India had not declared the US$20 billion asset as it entered into a deal with Government, while Zimplats also made no mention of US$4 billion worth of unmined platinum.

The deputy premier also gave an example of diamond concern, the Diamond Mining Company, which did not declare the value of the US$500 million and went on to recoup its US$43 million investments in two transactions.

?This is a case against mining laws obtaining in most African countries, we as deal makers and our systems of investment,? he said.

Zimbabwe, Mutambara said, must now take steps to know the value of its assets and enter deals with open eyes.

?Zimbabwe?s mineralisation or geology must be quantified for all minerals,? he said. ?Valuation of these assets must be done and capacity must be built in an internal team to advise on deals with investors.

?Alternatively, independent consultants must be hired to advise on deals and they must be paid in cash.

?What is the point of not paying a million dollars for a deal worth billions??

Mutambara called for amendments to the Mines and Mining Development Act, which should entail the right to mining as linked to payment for the value of the unmined asset, the decriminalisation of informal miners and the enactment of a new Diamond Act.

He emphasised the need to know the value of claims saying the country gets capital for development and investors have a sense of reasonable quantum to inject.

?We must review all existing mining contracts, align them with this new thinking and indigenisation and change or create necessary laws, Statutes and instruments,? he said.

Meanwhile, Prof Mutambara said Zimplats should pay Zimbabwe US$3.5 billion for the platinum resource the mining giant got ?for free? and whose US$4 billion value it did not declare.

N. Korea missile not a weapon, but 'darn close'

South Korean intelligence officials say North Korea may be preparing for a third underground nuclear test. The possible test comes at the same time as North Korea is poised to launch a satellite. NBC's Richard Engel reports.

When we learned that North Korea was planning on opening its tightly restricted Sohae Satellite Launching Center to foreign journalists for the first time, NBC News quickly decided we would need an expert eye to determine the accuracy and authenticity of Pyongyang?s claim that this latest rocket launch was for peaceful scientific purposes.

North Korea says it is planning to launch a weather observation satellite using a three-stage rocket during mid-April to celebrate the 100th anniversary of the birth of North Korean founder Kim Il Sung. But the United States and South Korea say it is a test of a ballistic missile.

So NBC News invited James Oberg, our ?Space Consultant,? to accompany us into North Korea to view the Kwanggmyongsong-1 satellite.

With a 22-year career as a space engineer in support of NASA?s spaceflight operations, Oberg has the experience and technical expertise to determine the veracity of North Korea?s claims about this mission.

NBC sat down with Oberg after visiting the Sohae Satellite Launch Center on Sunday to get his initial impressions of the facility, the mysterious satellite and the future of North Korea?s space program.

Q.? What are your first impressions from this visit to Sohae?
A: It was just amazing to be there, and the impression was that someone in the North Korean government made a very courageous decision to let us in.

Q. Going into this, you said you had a couple of standards you were looking for in this satellite that would in your mind, settle whether it was real. What were they?
A: I expected the satellite to be in a clean room; a clean environment free of dust, smudges and things. I expected the satellite to probably be already mounted on the third stage [hardware that connects to the booster] and ready to move out to the launch pad. I expected the satellite to have a reasonable design; it should follow standard designs, like power and solar panels and so forth. I was really surprised by what we saw.

Q. So did this satellite pass muster?
A: The satellite did not meet the expectations I had. I have to ask myself whether these expectations may have been too narrow, but at the same time it raised questions in my mind as to how real what we were being shown was. We asked whether this was a mock-up; in fact, we kept on asking them again and again because they insisted this was a real satellite.

The problem is the North Koreans didn?t just let us in [to the same room as the satellite], they let us get much too close. I could?ve walked three steps and poked it with my finger. But I didn?t want to put grease and smudges on the outside because it could lead the device to overheat in space or it could change a lot of things about the electro-static environment.? So you need to protect the satellite from contamination ? from touching, from people breathing on it, sneezing on it. And we were all coming in covered in dust after a long road trip. They didn?t protect the satellite from any of that.

Maybe the satellite is built to be rugged; maybe they don?t care. We?ll find out if they launch it, if it works or not.

Q. Talk about your first impressions of the satellite. Was there anything surprising about the satellite to you?
A: I thought at first it was a model. I thought it was a symbolic representation. I couldn?t believe it was flight hardware. I couldn?t believe it was the one being launched in a few days.

It?s certainly not a design I?ve seen much before.? Right now, I?m curious about how the satellite was designed. I think perhaps they were worried we would be interested because until today they had not released a photograph or even a drawing of it. They kept its configurations a secret. Maybe it?s because they realized it was going to puzzle people.

Q. Talk about the significance of this launch. Why is it important?
A: This is a very significant launch because of the publicity on it. It?s going to be much harder to fake it if something does go wrong. But we should be prepared to accept a launch abort or a mission failure in a mature way, because that?s what happens to space powers when they start their program.

The significance of the launch, of course, is the booster itself. The booster is bigger than it has to be. It?s based on Han missiles. It?s not a military missile ? but it?s darn close. Like we?ve said on TV, this rocket is not a weapon, but it?s maybe 98 percent of one.

It can be converted all too easily and all too frighteningly into a weapon, and they don?t need it. They don?t need a booster of this size, of this cost, to launch a satellite they say they want to. They seem to be overdoing it, and that can hurt a country, not help it.

For example, the Russians were seriously involved in building similar projects like their own Buran space shuttle just to compete and show off to the West. And they contributed significantly to bankrupting their own intellectual potential and real budgets in the 1980s as [the Soviet Union] was grinding to a halt.

They didn?t go bankrupt because of the Buran project, but it did symbolize the wasteful spending that they were doing based on merely show-off projects. Those lessons should be taken to heart in a rational -- hypothetically rational -- North Korean regime.

Q: In your opinion, what are some of the problems the North Koreans face in launching this satellite?
A: The North Koreans face scheduling pressures as they have stated publicly already that they will launch it in time for a national holiday, and not just any holiday, one of the most profound national holidays in the country?s history [the 100th birthday of North Korea?s founding leader, Kim Il Sung]. That kind of pressure has frequently led to disaster in other countries? programs.

So I think the odds of them actually successfully launching is a real toss-up. I wouldn?t want to put a number on it, but in my opinion it?s significantly in doubt that they?ll get this thing into orbit. And then, once it?s in orbit, I think it?s significantly in doubt that they can make it work. But they?re going to try, and they?ve chosen to do it in the full glare of publicity.

But I think they need to be rewarded for making that decision. It doesn?t mean that we have to believe everything they have said, but we should at least pay some attention to it. It is a very dynamic situation because of the North Koreans' unprecedented openness. If we don?t want them to slam the door shut, we probably need to find some way of making it pay off for them.

Q. We only had limited access to the North Koreans? launch control room, but can you give us your impressions of the area and its team?
A: As I?ve observed the control team, they were obviously set up in staged positions. The main thing I was impressed with was the familiarity of it from my own experience on our mission control. It really struck me as too elaborate and too authentic to be a fake. It felt real to me. The director?s presentation and answers felt real. They resonated with my own experiences, and so I have no doubt that they?re showing a genuine launch control center. To see this team there, it was a remarkable feeling of familiarity, even though I couldn?t understand them except through the interpreters.

Q. If the launch is successful and the satellite deploys and accomplishes its mission, would that be a step toward North Korea becoming an equal partner in space?

A: It?s a sign they?ve put a lot of money on show-off projects because the actual services they expect to get from this [alleged weather] satellite can be obtained tomorrow with a credit card. There are a number of providers who already supply the information this satellite is supposed to provide like taking orbital pictures, providing weather data, etc. For a country of approximately 24 million in the economic state it?s in now, it basically can?t afford a rocket of this size. They are spending far too much money for a service they can easily obtain elsewhere. So the reasons for the launch must lie elsewhere. They probably want to sell these rockets to other countries. These other countries probably don?t want them for peaceful purposes either.

LOS ANGELES (AP) ? The Weinstein Co. said Thursday an edited version of the film "Bully" will be released across the U.S. on April 13 with a PG-13 rating.

The Motion Picture Association of America initially gave the film an R rating for language, meaning kids under 17 were restricted from seeing it without an accompanying adult.

The MPAA declined to change the rating when The Weinstein Co. appealed. The company released the film March 30 in limited release without a rating.

"Bully," directed by Lee Hirsch, is an examination of school bullying that follows five kids over the course of a school year.

The Weinstein Co. said three uses of an expletive were removed to earn the PG-13 rating.

"I feel completely vindicated with this resolution," Hirsch said in a statement. "While I retain my belief that PG-13 has always been the appropriate rating for this film, as reinforced by Canada's rating of a PG, we have today scored a victory from the MPAA."

Hirsch initially declined to edit the documentary's offensive language because it would diminish the painful reality of bullying.

The Weinstein Co. later decided to resubmit a new version of "Bully," and the MPAA ratings board gave it a PG-13 for intense thematic material, disturbing content and some strong language ? all involving kids, Joan Graves, chairman of the classification and rating administration, said in a statement.

"The ratings system has worked exactly as it is supposed to," she said. "Parents have been kept informed of the content of each version of the film, and they have been given the information they need to make movie-going decisions on behalf of their kids."

The ruling ends a monthlong dispute between The Weinstein Co. and the MPAA over the rating that prompted 17-year-old high school student Katy Butler of Ann Arbor, Mich., to start an online petition calling for a lower rating so more young people can see it.

Johnny Depp, Meryl Streep and New Orleans Saints quarterback Drew Brees were among the celebrity supporters of the film.

Malawi Vice-President Banda takes over after Mutharika death

LILONGWE (Reuters) - Malawian Vice-President Joyce Banda took over in the southern African nation on Saturday after the death of President Bingu wa Mutharika, and fears of a succession struggle receded as top officials and the army backed the constitutional handover.

Banda, a 61-year-old women's rights activist and education campaigner, was due to be sworn in as president later on Saturday in the Chinese-built National Assembly in the capital Lilongwe, officials said.

She will become southern Africa's first female head of state.

The government only officially confirmed 78-year-old Mutharika's death earlier on Saturday, two days after he had died following a heart attack.

His body had been flown to a military hospital in South Africa.

The delay in the announcement had raised worries about a political crisis because Banda had been expelled from Mutharika's ruling DPP party in 2010 after an argument about the succession, though she retained her state position.

Dispelling fears of a power struggle, Banda appeared at a news conference in the capital Lilongwe to declare 10 days of official mourning for Mutharika, who had ruled for eight years. She ordered national flags to be flown at half-mast and the state broadcaster to play sombre music.

"I call upon all Malawians to remain calm and to keep the peace during this time of bereavement," Banda said, flanked by members of the cabinet, the attorney general and the heads of the army and the police.

"As you can see, the constitution prevails," she said, wearing a colourful black, silver and pink robe and headdress.

The constitution stipulates that the vice-president takes over if the president dies, but Mutharika appeared to have been grooming his brother Peter, the foreign minister, as his de facto successor.

In a sign that Banda had support across the political spectrum, opposition leaders called for her to be swiftly sworn in as head of state and some 20 members of the national governing council of Mutharika's Democratic Progressive Party (DPP) also expressed their backing for her.

Banda is expected to run the country until scheduled elections take place in 2014.

The streets of the main cities Lilongwe and Blantyre were calm on Saturday, though police guarded strategic locations.

There appeared to be little public sorrow at Mutharika's death. Many of Malawi's 13 million people had viewed him as an autocrat personally responsible for an economic crisis that stemmed ultimately from a diplomatic row with former colonial power Britain a year ago.

"A woman president is something new for us. A lot of people really never thought about it. But most people would rather have Joyce Banda than Peter Mutharika," said a security guard in Blantyre who gave his name only as Chisomoa.

The presidency and cabinet issued a statement assuring citizens and the international community "that the constitution of the Republic of Malawi will be strictly adhered to in managing the transition."

Both Britain and the United States, major donors to Malawi until they froze millions of dollars in aid over rows with Mutharika over his policies and actions, urged a smooth transition respecting the constitution.

Britain and others froze aid worth some 40 percent of government spending, fuel supplies dried up and food prices soared, leading to popular unrest and attacks on Mutharika's economic policies by bodies as diverse as the Catholic Church and the International Monetary Fund.

"It's sad that he is leaving behind so many unsolved problems," said Stella Mataka, a waiter at a lodge near Blantyre's Chileka International airport.

As reports of the death of the self-styled "Economist in chief" swept the capital, there were bursts of drunken jubilation among those who accused Mutharika of turning back the clock on 18 years of democracy in the "Warm Heart of Africa".

Medical sources said Mutharika's body was flown to South Africa because Malawi's energy crisis was so severe the Lilongwe state hospital would have been unable to conduct a proper autopsy or even keep his body refrigerated.

"We as government will be in consultation with the bereaved family, advise the date when our president's body will arrive from South Africa and other funeral arrangements," Banda said.

"I also want to ask all Malawians to join me in wishing that the soul of our president rests in peace," she added.

The Writing Wheel: Speaking up for the lowly hyphen

I've been teaching a lot lately to business professionals, doing writing refresher courses, mostly helping them hone their skills. Each group has included a discussion of the hyphens and dashes and I thought I include that conversation here.

There are three pieces of horizontal punctuation. The hyphen, the briefest of the lines, joins words together and is often used between numbers to indicate a range (of years, pages, dollar amounts). The en dash, so-called because it is the width of the en in the font you are using, is a little longer than the hyphen and has a conservative use limited to the negative sign in math or science.(More liberally, it is used in place of the em dash.) The em dash, again the width of the em in the font you are using, is the longest of the three lines and is used in place of commas, either to create an informal look or tone or to create a more dramatic visual effect on the page. En dashes are typically formatted with spaces before and after; the em dash calls for no space before or after.

Hyphenating compounds that are forming adjectives was the topic of our conversation during the recent courses. I'm a strong proponent of reader-focused writing and using the hyphen correctly helps speed comprehension for all readers. A good example of this use of the hyphen occurs in the preceding sentence: reader-focused writing. The two words "reader" and "focused" are not used individually to describe writing; rather, they are used as a combination, as a unit of meaning. When this unit precedes the noun it describes, it should be hyphenated for clarity. Here are some common examples:

a long-term issue
an agreed-upon condition
a money-based conversation
a cancer-related treatment
a part-time worker

Note that when these words don't precede the noun, they are usually not hyphenated.

I'm in it for the long term.
We agreed upon the condition.
The conversation was based on money.

However: He works part-time. His treatment was cancer-related.

Here's my favorite example.

He's a short-distance runner.

PHOENIX (AP) - The sponsor of a bill to allow all Arizona employers with religious or moral objections to have their employees' health plans not cover contraception for birth control says the bill will be significantly narrowed in an effort to win approval.

Rep. Debbie Lesko's bill was narrowly defeated by the Senate but is poised for a revote now expected to take place next week.

Current Arizona law allows religious nonprofits employing or serving people of only one faith to opt out of the state's requirement that health plans provide contraception coverage.

Lesko says the planned change would broaden the current exemption to religious entities whether or not they employ or serve only members of 1 faith.

Lesko's plan to change the bill was first reported online by The Arizona Republic.

On Thursday (April 5), the boy band dropped the latest single off their self-titled U.S. debut, and it's full of fist-pumping beats and sing-along chants. The club-banger, with its swirling production and booming beat, is a bit more aggressive than "Glad You Came" though. It has more in-your-face moments in terms of the way the song grinds along, corresponding to the fivesome's signature bad-boy swagger.

"We've only just begun/ Hypnotized by drums/ Until forever comes/ You'll find us chasing the sun," the guys proclaim on the track, written by British rapper and singer Example. "They said this day wouldn't come/ We refuse to run/ We've only just begun/ You'll find us chasing the sun."

Where "Glad" focuses on the guys romancing ladies with double entendres and innuendos, "Chasing" seems to be about the guys declaring that no matter what, in love and life, nothing can stop them from going all the way. And yes, the expected sexy moments are still there, as evidenced by lines like, "When the daylight's fading/ We're gonna play in the dark/ Until it's golden again."

The song's release coincides with their appearance on Thursday night's "American Idol." Their U.S. album hits shelves on April 24, and the guys will also appear on an episode of MTV's "Punk'd" later this season.

"To be in the U.S. is amazing," bandmember Siva Kaneswaran told MTV News recently. "But just as long as we go out there and be ourselves and the U.S. takes us as we are, we're just coming over here to have a laugh."

After years of focusing on home mortgage scams, the Federal Trade Commission is turning its sights on what it calls bogus auto loan modifications. The FTC says fraud artists are moving from mortgage loan modification schemes and targeting consumers who are underwater on their auto loans.

In a motion filed in a U.S. District Court in California, the FTC asked the court to stop two California companies, "Auto Debt Consulting" and "Hope for Car Owners," from allegedly deceiving consumers. The government alleges both companies have racked up hundreds of dollars in up-front fees for loan modifications that were never performed for customers. Additionally, the FTC hopes to force the companies to cease what it says are deceptive marketing tactics.

Authorities allege the companies told customers to stop making payments on their vehicles, and in some cases told victims to "hide [their] car[s] to avoid repossession."

"Hope for Car Owners" made claims it could reduce monthly auto loan payments by up to 50% in return for fees ranging between $200 and $500, the FTC alleges.

Similarly, "Auto Debt Consulting" is accused of promoting that it could reduce monthly auto loan payments between 25% and 40% in exchange for $350 to $799 in fees.

Gregory Ashe, senior staff attorney for the Bureau of Consumer Protection at the FTC, said the agency is increasing its focus on the auto loan industry because, "We want the misrepresentation to stop." He added, "With these actions we want to stop the problem before it gets too big ... we're not going to tolerate deception."

But according to "Help for Car Owners" founder Patrick Freeman, the FTC's claims are "completely baseless." Freeman said he stopped using his company's website for marketing purposes in January 2011 and began the process of dissolving his company earlier this year. Since then, Freeman said he has been assisting customers who are in immediate danger of having their cars repossessed.

In 2008, as the U.S. economy plummeted, many people found their mortgages and auto loans in danger of default. Freeman said he started "Help for Car Owners" in an attempt to help customers keep their automobiles, and his success proved overwhelming, he said. In 2009, during the first months of business for "Help for Car Owners," he said he received more than 20,000 calls for help with delinquent auto loans. Freeman said, "In many cases people called me crying ... with the repo man at their door."

In January, Freeman said lenders were no longer willing to work with him. He began the processes of shuttering his business. Freeman said he shredded many of the documents he had supporting his claims. "We didn't destroy the documents, we got rid of them, it was a huge amount of files," Freeman said. He said the burden of being financially insolvent and having no place to store his company's files led him to destroy them. It's a claim he also made in court on Wednesday.

In the end, Freeman said he puts blame on clients who he said misled the FTC about their relationship with his company and didn't disclose contracts they had signed with "Help for Car Owners." Speaking about his customers, Freeman noted, "90% of my clients never saved a dime ... they manipulated the system for their gain." He also blames predatory collection tactics by lending companies who finance auto loans far exceeding borrowers' income.
