House GOP floats counter to Senate debt plan

WASHINGTON (AP) — House GOP leaders Tuesday floated a plan to fellow Republicans to counter an emerging Senate deal to reopen the government and forestall an economy-rattling default on U.S. obligations. But the plan got mixed reviews from the rank and file and it was not clear whether it could pass the chamber.


The measure would suspend a new tax on medical devices for two years and take away the federal government's health care contributions to lawmakers and top administration officials. It would also fund the government through Jan. 15 and give Treasury the ability to borrow normally through Feb. 7.


House Speaker John Boehner, R-Ohio, said he's "trying to find a path forward" but that "there have been no decisions about exactly what we will do." He told a news conference, "There are a lot of opinions about what direction to go."


Senate Majority Leader Harry Reid, D-Nev., involved in negotiations with Senate GOP Leader Mitch McConnell of Kentucky, blasted the House plan as a blatant attack on bipartisanship.


"It can't pass the Senate and it won't pass the Senate," Reid said. That sparked an angry response from Sen. John McCain, R-Ariz., who accused Reid of "piling on" and urged him to consider the House effort as a good-faith offer.


"We know you have the upper hand," McCain said. "Isn't it time that we find a way out of this?"


The developments came as a partial shutdown entered its third week and less than two days before the Treasury Department says it will be unable to borrow and will rely on a this cash cushion to pay the country's bills.


The House GOP plan wouldn't win nearly as many concessions from President Barack Obama as Republicans had sought but it would set up another battle with the White House early next year.


Rep. Walter Jones, R-N.C., said he was not sure he could vote for the plan because it did not address the debt. "I have to know a lot more than I know now," he said.


The House move comes after conservative lawmakers rebelled at the outlines of an emerging Senate plan by Reid and GOP leader McConnell. Those two hoped to seal an agreement on Tuesday, just two days before the Treasury Department says it will run out of borrowing capacity.


The White House and Democrats quickly came out against the Republican plan. Obama planned to meet with House Democratic leaders Tuesday afternoon as negotiations continue.


"The latest proposal from House Republicans does just that in a partisan attempt to appease a small group of tea party Republicans who forced the government shutdown in the first place," said White House spokeswoman Amy Brundage. "Democrats and Republicans in the Senate have been working in a bipartisan, good-faith effort .... With only a couple days remaining until the United States exhausts its borrowing authority, it's time for the House to do the same."


Political pressure is building on Republicans to reopen the government and GOP leaders are clearly fearful of failing to act to avert a default on U.S. obligations.


Republicans are in a difficult spot, relinquishing many of their core demands as they take a beating in the polls. As the Republicans met privately to discuss the latest plan, Rep. Steve Southerland, R-Fla., led them in several verses of "Amazing Grace."


"We have to stick together now," said Rep. Pete Sessions, R-Texas.


Like the House GOP bill, the emerging Senate measure — though not finalized — would reopen the government through Jan. 15 and permit the Treasury to borrow normally until early to mid-February, easing dual crises that have sapped confidence in the economy and taken a sledgehammer to the GOP's poll numbers.


"There are productive negotiations going on with the Republican leader," Reid said as he opened the Senate Tuesday. "I'm confident we'll be able to reach a comprehensive agreement this week in time to avert a catastrophic default."


On Wall Street, stocks were down slightly at midday, as early optimism over a quick deal faded.


The competing House and Senate plans are a far cry from the assault on "Obamacare" that tea party Republicans originally demanded as a condition for a short-term funding bill to keep the government fully operational. It lacks the budget cuts demanded by Republicans in exchange for increasing the government's $16.7 trillion borrowing cap.


Neither the House or Senate frameworks contain any of a secondary set of House GOP demands, like a one-year delay in the health law's mandate that individuals buy insurance.


Another difference between the Democrats and Republicans involves a Democratic move to repeal a $63 fee that companies must pay for each person they cover under the big health care overhaul beginning in 2014. Unions oppose the fee and Senate Democrats are pressing to repeal it, but House Republicans are positioning to block them and Senate Republicans are adamantly opposed as well.


Democrats were standing against a GOP-backed proposal to suspend a medical device tax that was enacted as part of the health care law, but might not be able to win a floor vote since many Democrats oppose the tax too.


Democratic and Republican aides described the outlines of the potential agreement on condition of anonymity because the discussions were ongoing.


But with GOP poll numbers plummeting and the country growing weary of a shutdown entering its third week, Senate Republicans in particular were eager to end the shutdown — and avoid an even greater crisis if the government were to default later this month.


"We're willing to get the government open. We want to get the government open," Rep. Steve Scalise, R-La., said. "Hopefully they get something done that addresses the spending issue."


In addition to approving legislation to fund the government until late this year and avert a possible debt crisis later this week or month, the potential pact would set up broader budget negotiations between the GOP-controlled House and Democratic-led Senate. One goal of those talks would be to ease automatic spending cuts that began in March and could deepen in January, when about $20 billion in further cuts are set to slam the Pentagon.


Democrats also were seeking to preserve the Treasury Department's ability to use extraordinary accounting measures to buy additional time after the government reaches any extended debt ceiling. Such measures have permitted Treasury to avert a default for almost five months since the government officially hit the debt limit in mid-May, but wouldn't buy anywhere near that kind of time next year, experts said.


The House GOP plan would repeal the extraordinary measures, which would make the Feb 7 date a hard deadline to revisit the fight.

TV Ratings: 'Voice' Tops Monday as 'Castle,' 'Dancing' and '2 Broke Girls' All Improve



Driven by a steady episode of The Voice and a slightly boosted Blacklist, NBC nabbed another Monday night -- one month into the new fall season. The two-hour battle round of the singing competition came in just a tenth of a point shy of last week's outing, averaging a 4.5 rating with adults 18-49. Blacklist (3.2 adults) was up by the same measure, though affiliate NFL preemptions leave the two's scores subject to change. NBC averaged a 4.0 adults rating and 13 million viewers for the night.

A steady Bones kicked off Monday on Fox, down just a tenth for a 2.1 rating among adults 18-49. Sleepy Hollow (2.6 adults) followed, off two-tenths from last week to give the net a nightly average of a 2.3 adults rating and 7.3 million viewers.


ABC saw boosts throughout its lineup, with Dancing With the Stars (2.1 adults) up a tenth of a point in its two-hour episode, and Castle (2.2 adults) jumping three-tenths. ABC pulled a 2.1 adults rating and 12.2 million viewers.

How I Met Your Mother, steady with a 3.0 rating among adults 18-49, kicked off CBS' slightly tweaked lineup. It led into 2 Broke Girls' (2.5 adults) new slot, up two-tenths in the move. Mom (1.9 adults) shed two-tenths without an original lead-in, while Hostages (1.2 adults) held last week's score. The net averaged a 2.0 rating with adults 18-49 and 7 million viewers.


Hart of Dixie (0.4 adults) held even on The CW, while Beauty and the Beast (0.3 adults) was off by a tenth. The CW brought in a 0.4 adults rating and 997,000 viewers over the night.

NBA 2K14 (for Xbox 360)


The nascent stages of the 2013-2014 NBA season coincide with the inevitable video game tie-in: of 2K Sports' NBA 2K14. Featuring outstanding ball-handling and shooting controls, excellent TV-quality presentation, Euroleague teams, and tons of modes, NBA 2K14 continues its reign as the premier basketball title—but the game will feel like an incremental upgrade to anyone who's played NBA 2K13.




The Tip Off
NBA 2K13 featured Jay-Z as the executive producer and as a result, the b-ball game was covered in the rapper's Brooklyn-centric touches. NBA 2K14, on the other hand, doesn't have the former Nets owner's influence (there were five Jigga tracks on the NBA 2K13 soundtrack). Instead, cover athlete LeBron James served as the music curator. The tunes include the likes of Robin Thicke's "Blurred Lines," Coldplay's "Lost!," and Phil Collins "In the Air Tonight." It's a very solid mix of pop songs that blends well with the overall "showtime" presentation.



NBA 2K14 contains a ton of modes and features designed to keep you playing until the Finals tip-off in June, but two of my favorites are "Crews" and "Dynamic Living Rosters." "Crews" lets you (and four others) take a created player online for five-on-five multiplayer hoops action. It's the video game equivalent of the schoolyard pick-up game, but with stats and leaderboards. "Dynamic Living Rosters" (powered by Stats, Inc.) translates real-world hot and cold streaks to the game, so when King James is slumping, digital James will be off his game, too. It's an effective way to bridge the gap between the actual sport and its video game representation. A new mode "Path to Greatness," let's you plot out Bron-Bron's future over the next seven years through a series of big games.




Lace Up the Sneaks
NBA 2K14's gameplay is deep—in fact, there are so many offensive and defensive moves that you may want to play with an open instruction booklet. You'll need it for the Pro Stick that gives you incredible control over ball handling and shooting. Using it in conjunction with other buttons lets you pull off dunks, crossovers, layups, hop steps, runners, pump fakes, and many other moves. There are defensive moves aplenty, too; flops, wrap fouls, rebounds, lunges, and numerous other moves are available. The wide range of options creates a game that looks like one pulled directly from broadcast TV. If you understand basketball's intricacies, such as mastering and defending the pick-and-roll, you'll do well. If you don't, the computer will pick you apart as the A.I. is quite smart.


Signature Skills further individualize the hundreds of in-game athletes by giving them specific perks that replicate the players they're based on. Kobe Bryant, for example, possesses the "Closer" Signature Skill, which increases his stamina, and the likelihood of making free throws and moving shots. Role-players have Signature Skills, too, but superstars like Dwayne Wade will have many, often on both the offensive and defensive ends. These skills can help you decide which players are best in particularly situations, and thus help your coaching.


NBA 2K14 features not just the 30 regular teams, but 14 Euroleague teams, too. Unfortunately, last year's Dream Teams are no more. I'd rather have the U.S. Olympic squads over the Euroleague any day.



Digging Deep
Playing online is surprisingly smooth. I played several matches and didn't encounter much lag. That said, there are some truly hardcore players out there who will punish you more than the CPU, so make sure to bring your A-game.


The Xbox 360 version utilizes Microsoft's Kinect peripheral to let gamers call plays by, well, calling plays. Speak a specific play (like "Clear Out" or "Pick and Roll") and your squad will follow our command. You can also use it to sub players.


The Highlight Reel
The graphics deftly recreate the NBA experience. The athlete's character models are well-designed for the most part (they tug at shorts when tired, wipe sweat away), but they suffer from cold, dead fish eyes that ruin some of the realism. The crowd, too, looks like it was pulled from another game as the individual fans lack detail.


That said, the ballers' movement—be it running, rebounding, or shooting—is outstanding. There are tons of animations and they're all smooth, keeping the controls sharp. Players attack the basket and ball in a variety of ways and perform signature moves that look absolutely gorgeous. Many PCMag staffers who walked by as I played legitimately thought I was watching a real game.


The excellent four-person commentary from Kevin Harlan, Clark Kellogg, Steve Kerr, and Doris Burke gives NBA 2K14 its soul. The play-calling is spot on—it doesn't lag behind the action—and there's plenty of ancillary commentary (such as the rather in-depth conversations such as LeBron's decision to take his talents to South Beach) that keeps the audio fresh. Naturally, there' is some repetition in the color commentary, but it doesn't ruin the experience.  I'm eager to see if the next-gen PlayStation 4 and Xbox One versions make improvements in that regard.


Winning the Ring
NBA 2K14 is an excellent pro hoops title designed with hardcore basketball fans in mind. The returning NBA Live franchise—which has been on hiatus for a number of years—will have a tough time topping this all-around excellent title. If you already own NBA 2K13, there may not be enough new features to warrant a full-price purchase, but diehards and those new to the franchise will find a lot to like in NBA 2K14.

UK police issues images of man 'who could have taken' McCann


London (AFP) - British detectives investigating the 2007 disappearance of Madeleine McCann in Portugal published two electronic images Monday of a man they said was seen carrying a child on the night she vanished.


Police said the man was of "vital importance" in their quest to discover what happened to the British youngster, who disappeared from her family's holiday apartment just a few days before her fourth birthday.


The two images, plus others of different people of interest, were shown in a major primetime British television appeal also to be broadcast in Germany and the Netherlands.


The BBC programme set out a reworked timeline of events surrounding blonde-haired Madeleine's disappearance on May 3, 2007, in the south coast resort of Praia da Luz.


"The sighting was during the evening of the 3rd of May around 10:00 pm, and it was of a man walking down the street with a child in his arms," said Detective Chief Inspector Andy Redwood, the senior investigating officer in the case.


"The child was described as about three to four years old, with blonde hair, possibly wearing pyjamas. That's why we're so interested in this particular incident," he told BBC television.


"This could be the man who took Madeleine," he added.


The images were drawn up based on descriptions of two separate witnesses. They said the child did not seem in distress.


The witnesses described the man as being white, aged between 20 and 40 years old, with short brown hair, of medium build, medium height and clean-shaven. One image shows him with a fuller jaw than the other.


The force later announced it was offering a new reward of up to £20,000 ($32,000, 23,000 euros) for information leading to the prosecution of McCann's abductor.


Portuguese authorities closed their investigation in 2008, but Britain's Scotland Yard police headquarters spent two years reviewing the evidence at the British government's request and opened their own probe in July this year.


Prime Minister David Cameron gave the new appeal his support.


"This was a crime that touched the heart of everyone in the country and everyone would like to see it resolved," he said.


During the BBC's hour-long "Crimewatch" show, Madeleine's parents Gerry and Kate McCann, who launched a global media campaign to find their daughter, said they were still optimistic she would be found.


"We're feeling hopeful," said Gerry McCann. "These cases can get solved".


Detectives have focused on the time between 8:30 pm, when the McCanns left the apartment to dine with friends at a nearby tapas restaurant, to when Kate McCann found Madeleine was missing at 10:00 pm.


They presented a new timeline after ruling out a suspect sighting at 9:15 pm, opening up a new 45-minute window of information.


Police said they were also interested in tracing "one or two" fair-haired men who had been seen "lurking" around the apartment complex before Madeleine's disappearance, adding it could have been a planned abduction.


They also speculated that the toddler may have disturbed a burglary, pointing to a sharp increase in local break-ins in the months leading up to the incident.



'It really hits home on special occasions'


The McCanns told the BBC of the pain they still feel.


"When it's a special occasion, when you should be at your happiest, and Madeleine's not there, that's when it really hits home," Gerry McCann said.


"Obviously, Madeleine's birthday goes without saying."


Kate McCann added: "I did persecute myself for weeks, months, years. But it doesn't help.


"We're not the ones that have done something wrong here. It's the person who's gone into that apartment and taken a little girl away from her family."


The Scotland Yard operation has interviewed 442 people and identified 41 potential suspects.


Praia da Luz is an Algarve holiday destination popular with sun-seeking tourists from northern Europe.


Redwood said he would be travelling to the Netherlands, Germany and Ireland to "seek the support of the public there".


The German television programme "Aktenzeichen XY" on public broadcaster ZDF will show the images on Wednesday.

You, too, can be internet famous - but do you want that? - Talk Mobile

More than anything in the past, the internet offers the opportunity to rocket your notoriety into the stratosphere overnight. News used to run in a daily cycle, with the morning newspaper, maybe an afternoon edition, and the evening news.

Today the news runs in an unending unstopping cycle, augmented, supplemented, and in large part supplanted by social networking and media. What you do that ends up online can bring instant and overnight fame - and that might not be a good thing

So just how famous can you be on the internet, can your fame transcend this world of fiber, silicon, and electrons? Can your photos bring you fame in the same manner as your words, or will it just be the photos themselves that achieve fame? Is it possible to leverage that fame into income, or are you destined to be burdened with your profitless notoriety?
